Is the "Green Paper" the same as a TIE card?

No. The TIE (Tarjeta de Identidad de Extranjero) is a plastic card with a photo issued to non-EU citizens. The EU Registry Certificate is a green A4 paper (or small card size) issued to EU citizens. It does not contain a photo, so you must always carry it alongside your national ID or passport.

As an EU citizen, you can stay in Spain for up to 90 days as a tourist. After that period, if you intend to live, work, or study here, the law requires you to register at the Foreigners’ Office (Oficina de Extranjería) to obtain your legal residency status.
